Professional Summary:
Over 30 year's experience in project/program management, vulnerability analysis and performance assurance, system engineering, safety authorization/
documentation, production/process startup, production planning, technical proposal development, safety presentations, and cost/schedule control system analyses. Led reviews/proposals generating an array of diverse documentation from security plans to sabotage analyses; analyzed manufacturing/assembly operations to enhance producibility and developed component upgrades to various nuclear and non-nuclear weapon systems; and assisted in improving waste handling procedures for uncharacterized (legacy) waste. Independently generated cost proposals for mechanical, electrical, and electronic hardware from printed circuit assemblies and firing sets, to nuclear missile support equipment and underground nuclear testing fixtures. Integrated safety management experience into operational scenarios and assisted in the startup of new facilities from an authorization, security, and operational/quality assurance perspectives. Improved organizational interfaces by optimizing operations through independent self-assessments of high visibility programs and generated product improvements through incorporation of safety, security, and environmental criteria.

Provides Vulnerability Analyses (e.g., Modified Security Plans; Radiological, Chemical, and Biological Sabotage Analyses; and Explosive Assessments); develops impact analyses; conducts multi-discipline, multi-customer meetings; and maintains associated evidence files for Savannah River Nuclear Solutions (SRNS) customers. Analyze applicable changes in facility operations or inventory to determine protective or mitigation measures required when applicable for roll up of SNM. Provide Vulnerability Analysis (VA) documentation for protection of Department of Energy (DOE) security interests (including, but not limited to: Special Nuclear Material (SNM), vital equipment, classified matter, and radiological/toxicological targets). Serve as the SRNS VA Security action officer for facilities and/or programs during Savannah River Operations Office Safeguards and Security (S&S) inspections and appraisals, Office of Security Evaluations inspections, SRNS and Savannah River Remediation (SRR) Operational Readiness Reviews (ORRs), and Defense Nuclear Facilities Safety Board (DNFSB)/ Facility Evaluation Board (FEB) reviews.
Developed and implemented corrective action plans for identified issues, completed management assignments on time while ensuring effective communication with DOE, SRNS/SRR, and WSI-SRS Team customers. Developed Modified Security Plans to reflect changes in risk/system effectiveness. Developed and presented safety data at weekly senior staff and monthly directorate safety meetings.
Washington Safety Management Solutions, LLC 1998 to 2008
Consulting Engineer II – Savannah River Site
Provided Vulnerability Analysis, System Engineering, and Safety Document Program Management (e.g., Radiological, Chemical, and Biological Sabotage Analyses, Explosives Analyses, Safety Analysis Reports, Technical Safety Requirements, Functional Classification of Structures, Systems, and Components, Hazard Analysis Reports, and Basis for Interim Operation) by developing task plans, cost estimates, and resource loading. Developed system engineering proposals, conducted vulnerability impact analysis, tracked cost and schedule performance, created task teams, conducted team meetings, and maintained historical records.
