• Target Test Execution: Supports target test engineering and mission execution as a Final Integration Engineer. Manages target system integration and testing from Pre-Ship Readiness Review (PSRR) to launch. Utilizes target execution expertise to provide inputs to target reviews and ensure target design, development, integration & test, and mission execution support the IMTP. Identifies and tracks mission risk items to ensure coordination with the over-arching BMDS Test Incident Reporting process. Provides technical inputs to applicable treaty and environmental documentation and approval processes.
• Ballistic Missile Defense System (BMDS) Test Baseline: Utilizes understanding of BMDS testing goals to align the BMDS testing approach with Agency priorities, the Presidential Budget, Program Objectives Memorandum cycles, and MDA Director and OSD-level guidance. Provides senior-level technical analysis of the test schedule to identify risks and limitations that affect mission execution, affordability, and data collection opportunities. Works to reduce schedule risks for entire BMDS flight test program, de-conflict test resource availability, and manage test constraints. Effectively communicates with stakeholders across the Agency to resolve feasibility issues with scenario design, test configurations, and data collection requirements. Interfaces and coordinates with external agencies (Director of Operational Test & Evaluation, BMDS OTA Team, and the Warfighter) on new testing concepts and strategies.
• Integrated Master Test Plan (IMTP) Development: Supports the development and maintenance of the BMDS Test Baseline, the IMTP, which establishes and documents BMDS test requirements. Manages test design information and uses senior-level knowledge of BMDS weapon systems to verify technical accuracy of test specifications as documented in the IMTP. Supports the budgeting efforts for the IMTP to include efficiency drills which aim to balance cost, schedule, and performance to match the Agency’s resources and mission. Responsible for summarizing mission-by-mission cost estimating efforts and providing senior technical input to executive level briefings. Develops detailed briefings from technical data analysis to provide strategic direction to senior leadership concerning critical issues, policies, and procedures.
• Test Planning and Design: Applies understanding of systems engineering and test and evaluation to design, develop, and support the execution of Flight Tests with integrated BMDS elements. Aids in the preparation and execution of technical documentation, including test objectives and feasibility analyses. Displays skills in effective written communication through the development of critical documentation, such as Test Design Documents, for BMDS flight test events in support of the BMDS Test CONOPS. Supports and provides guidance to test decision forums, including planning meetings, readiness reviews, and working groups.
