The Fire Chief also manages a program concerned with upgrading installed fire protection systems, that identify fire safety deficiencies (FSD) and fire hazards identified with risk assessment codes (RAC), because the installation has continuous large buildings and building upgrade and renovation program at Little Rock Air force Base. This requires detailed attention to the approval of construction plans and continuous monitoring of all phases of construction throughout the installation. The Fire Chief is responsible for proper exit sophisticated alarm and fire suppression systems, however at times; one or more subordinates will be assigned full-time responsibilities to attend planning meetings coordinate construction approval and monitoring construction. However, the fire chief remains in-charge and has ultimate approval authority.

Assistant Fire Chief of Operations (1993 to 2000)
Responsible for mitigation of aircraft, structural, medical, hazardous material and confined space incidents
- On Scene Commander at incidents until arrival of fire chief/group commander
- Assumes role of fire chief daily after normal duty hours, weekends and holidays
- Manages deployment of $3 million dollar vehicle fleet staffed by 70 firefighters
- Performs duties of Senior Fire Officer in protection of Wing’s $4 billion dollar assets consisting of 1525
housing units and assigned aircraft
- Conducts after hour inspections of high fire threat facilities
- Conducts live aircraft fire and structural exercises
- Monitors and evaluates firefighter fitness program
- Develops/implements standards operating procedures, and risk management plans

Assistant Fire Chief of Training (1992 -1993)
- Develops and implements comprehensive training program for all functional areas
- Develops course outlines, lesson plans and evaluation standards
- Coordinates training requirements with squadron and base training managers
- Active member of base Exercise Evaluation Team (EET) in support of contingency missions
Lead Firefighter (1976-1992)
- Responsible for fire suppression efforts on fire ground
- Developed apprentices through mentoring and one-on-one training
- Responsible for daily maintenance of facility and equipment
- Informally held position of Station Chie during absence of military during Gulf War
