Develop work scopes, equipment specifications, contract packages, and author and modify operating procedures. Work with engineering firms as needed.

Power Plant Superintendent
• Station Mgr and Engineer. Responsible for the Power Plant at Peru Utilities including operations and maintenance, capital projects, five-year work plan, plant reliability, safety and environmental permitting and reporting.
• Plan and schedule one year and five year unit and plant outage schedules, budgets and work requirements.
• Mentor assigned personnel and their work performance and successfully complete the training program. Compliance with all safety and environmental regulations and company policies.
• Perform all plant, project and process engineering services for the plant.
• Power Plant had significant equipment problems from deferred maintenance. Develop and implement immediate and long range work plans to successfully restore equipment and system reliability.
• Controls upgrades, control scheme modernization and control procedures standardization.
ACCOMPLISHMENTS:
• Achieve consistent high operating reliability to eliminate financial penalties from previously poor availabilities and load restrictions.
• Increase generation production capacity by 15% resulting in significant revenue gains for capacity payments and actual generation margins.
• Reduce fuel costs short term and long term through fuel contract negotiations and contract extensions. Fuel is the single largest expense and decreased costs add to major improvements to bottom line financial benefits.
• Keep plant operations within annual operations and maintenance budgets and capital improvement projects’ budgets.
• A 10% reduction in heat rate from fuel processing project improvements yielded a corresponding decrease in fuel costs.
• Develop work scopes and specifications for work packages. Manage the outage work and outage contractors, including work progress and work performance inspections and evaluations.
• Systematic approach to problem identification, engineering principles first, root cause failure analysis and problem resolution. Evaluate based on cost effectiveness.
• Supplement with specialty contract personnel as needed. Perform balance of plant work in house with station personnel.
• Implement work involvement and continuous improvement program where employees’ input is solicited. This includes all aspects of operations and maintenance, plant safety and environmental compliance. This was conducted at scheduled meetings to become integral to the work culture.
• Achieve significant improvements to plant reliability and efficiencies compared to original design specs.
• Modify air and water environmental operating permits based on needed changes and submit to IDEM for approvals. Meet with IDEM (government agencies) for evolving regulatory requirements.
• Plant personnel had individual and work crew assignments and responsibilities for safety equipment, policies, procedures and plant cleanliness. Conduct actual live fire and confined space rescue drills with trained fire and rescue personnel.
• Implement newly updated Confined Space Permit procedures, Hot Work Permit procedures and Lock-out/Tag-out Clearance Permit System.
