Project consist of 1500 LF of both approach bridge and a separate LNG piping support and containment bridge connecting to a 22,000 SF jetty unloading facility. Original design drawings were found to be too expensive and outside of the expenditure cap that was applied by FERC (Federal Energy Regulation Commission). As such the original scope was drastically cut, however time did not allow for the drawings to be revised. Gulf South Pipeline issued extensively “redlined” drawing for construction. Though out the project extreme diligence had to be used to make sure that all the required elements of equipment, foundation and piping were installed. This project was set as fast track working 7 days a week in order to complete the project and satisfy the FERC requirements. Due to the delays in awarding the contracts and the issues with the FERC applied expenditure cap, the original nine month schedule was com-pressed to a six month schedule. The two projects although intended to be done as separated projects were combined due to the negotiations and willingness to facilitate the owners requirements. As the Project Man-ager for this project I had to coordinate the forces of multiple specialty sub-contractors including pipeline weld-ers, industrial pipefitters and welders, electrical and instrumentation, millwrights, site contractors and founda-tion contractors.

Scope of work was to install over 5 miles of underground electrical duct banks along with constructing 5 sup-port buildings and various other structures such as 50 pile supported high mast lights. The project required close logistical coordination with the other contractors on site. The General Contract was to build a new “green field” container port to service the central gulf coast. A fixed price contract was negotiated with general contractor to perform underground electrical utilities installation, High Mast lighting foundations and erection. Construction of Multiple support buildings including main entrance scale stations was included in the contract. Site security structures were also included, including procurement and installation of 1 mile of K-Rail and radiation detection equipment.

Design of the project was done by the Shaw Group with constructability review done by me. The project included intermodal railroad relocation, geometry changes to ASD Boulevard, storm water management and the construction of the elevated railroad deck and ramps as well as the on grade rails and bridges. In order to expedite construction and to lessen the economical burden to CG Railways pieces of an existing abandoned expansion were incorporated into the new design. This required the transportation of 10 sixty ton loading ramps as well as several thousand tons of additional steel and construction materials to be moved to Mobile form New Orleans.
