I am a results-oriented cost estimating professional with over 30 years of experience in the construction industry starting in the trades, using that experience and knowledge as a foundation to be the professional estimator I am today. I have a comprehensive track record for the successful completion of cost estimating, scheduling and construction management for multi-million dollar projects as well as parametric cost modeling (conceptual estimating) for budget preparation.

• Thorough knowledge and experience in developing parametric cost models and detailed cost estimates for various types of projects including large civil works, site infrastructure, utilities and multi-unit housing facilities
• Experience in generating detailed estimates and creating a baseline for developing the work breakdown structure (WBS) for project, time, cost and resource planning and critical plan method (CPM) network models
• Analysis and review of contractor initiated changes to determine impact to cost and schedule; Provide independent detailed cost estimate to determine fair and reasonable cost and identify scope gap or deficiencies in labor, material and equipment pricing
• Understanding of the concepts of earned value and how to use it in fixed budgets to analyze cost and schedule performance
• Readily identify and track variances in cost and schedule performance to forecast potential issues related to progress or project completion
• Proficiency in estimating all CSI Divisions with emphasis on Civil, Structural, Architectural, Mechanical and Electrical systems including emergency power generation as well as substations; delivering detailed cost estimates at conceptual, schematic, design development and 100% design for hard bid, negotiated and design build projects
• Strong DoD Federal practice experience; Design Build/Design Bid Build/Firm Fixed Price, SATOC, JOC and SABRE
• Extensive OCONUS cost estimating and contracting experience in the Far East, Caribbean and South America

Design Build, SATOC JV
Project Award-$1.2B
• I was tasked to generate a parametric cost model, conceptual estimate and DD 1391 budget for USACE Baltimore District for a new NSA Data Hall project at Camp Williams, UT. The budget estimate I prepared is the instrument or document which the Army Corps will present to the Congress, Armed Services Budget committee, for approval so it was critical the information be accurate and defendable. Elements of the program included over 1 million square feet, early site package and two (2) 34.5 megawatt substations prior to master planning or design documents were generated.
Challenge: The A/E design team prepared limited master program documents and minimal drawings. I was able to build detailed assemblies within MCACES to develop the estimate which helped the user identify potential cost implications and scope gaps related to building systems recommended in the A/E master plan (i.e., tilt-wall versus CMU).
My conceptual estimate was within 6% of SATOC Contractor’s negotiated contract amount of $1.2 billion. I am currently on site at the request of the Army Corps of Engineers to support the cost engineering section of the contract.

IDIQ – Design Build, MATOC
Project Award-$75.0M
• Participated in on-site FACD and Value Engineering charrettes in Guam for the first of four (4) recently awarded projects for the DPRI program for NAVFAC Hawaii and NAVFAC PAC.
• Responsible for all parametric cost modeling and conceptual estimating and on-site in collaboration with the design team, NAVFAC, US Marine Corps and Navy representatives. At the conclusion of the charrette, my estimates would be used as the basis of award to the successful SATOC contractor therefore a high level of detail and accuracy was required.
Challenge: Charrette duration for each project was fourteen (14) days each and cost estimates were generated and updated based on team discussions and approval. At the conclusion of the charrette, all stakeholders were able to sign off on scope and budget giving the A/E clear direction to incorporate all agreed upon scope to stay within budget.
Program conceptual and schematic design estimate was within 5% of the final Contractor’s negotiated amount.

• Responsibilities and duties included parametric cost modeling, detailed cost estimates and change order priced estimates. Review and analysis of contractor changes and claims to determine scope capture and fair and reasonable pricing. Provided detailed independent government estimate (IGE) that is used as the basis for award.
• Generated parametric cost models for an early site civil works package and 34.5 MW substation consisting of 260 acres of cut, fill, landscape, paving, electrical ductbank, chill water loop, power transformers, surge arresters, current switchers, distribution bus and temporary facilities. Worked closely with the design team through the design phase and provided detailed estimates at each phase of design deliverable including final IGE used as negotiation with the SATOC contractor bidding on the work.
• Monthly reporting duties included the review and analysis of the contractor’s monthly percentage of completion (actuals) from application of payment and compare to budgeted cost of work generated from original IGE to identify potential risks or issues that impact project milestone deliverables
