Senior Environmental Engineer
4/2012 – current Baxter Healthcare, Marion, NC
I am the primary advisor and technical expert for air quality, greenhouse gas, hazardous waste, water quality, wastewater quality and compliance of regulations for a large pharmaceutical manufacturing facility. I provide guidance in EPA, State, and local environmental rules and regulations, and experience in negotiating and interacting with regulatory agencies. I manage and complete permit compliance submittals, including Title V Reporting, NPDES Storm water Reporting, NPDES Wastewater Reporting, RCRA Biannual Report, Tier II EPCRA/SARA Reporting, AERO (NC Annual air emissions report) and TRI Reporting. I obtain business-conscience permits for new or modified facilities including NSR and Title V permits. I track and interpret air quality, water, wastewater, hazardous waste and SPCC regulations and advise management on future potential concerns and issues. Most recently I have closely monitored the RICE NESHAP regulations on combustion engines and created a plan around meeting a tight compliance deadline.I interact directly with federal, state, and local officials including but not limited to negotiating permit terms and compliance interpretations to eliminate notices of violation. I promote the company’s EH&S philosophy and culture over all business units by performing ISO 14001 Audits on the Environmental systems on a semi-annual basis. I am the site representative for our ISO 14001 and OHSAS 18001 certifications. I am responsible for annually completing the facility’s environmental aspects and safety hazards survey. I review and analyze the results of air quality and greenhouse gas testing, monitoring, and inspections. I have re-written and continue to manage the programs under the Spill Prevention Counter Control plan (SPCC) and Storm Water Pollution Prevention Plan (SWPPP). I manage the hazardous waste disposal program for a large quantity generator. I have implemented a software system at the facility to track and report out on all the environmental data (EMIS). I ensure that approved projects are carried out in an acceptable and timely manner, and that all regulatory requirements are met, all permits are received onsite and all data is collected in preparing for environmental compliance reports. I am the supervisor for the waste water treatment plant with six operators treating industrial and solid waste.
Accomplishments
• I successfully petitioned the EPA for a 1 year compliance extension to meet a strict compliance requirement for the new RICE NESHAP regulations. .
• I have developed and implemented the program change to move from a Hazardous Waste small quantity generator to a Hazardous Waste large quantity generator at the large pharmaceutical manufacturing facility.
• Since I have taken responsibility of the Environmental Compliance at the facility, we have not been issued a Notice of Violation (NOV) by the EPA for any of our environmental permits. Prior to my tenure the facility averaged about 2 per year.
• I have successfully managed and completed large replacement projects at the waste water treatment plant, such as replacing a clarifier (approximately $500k).
Senior EHS Specialist

I was responsible for the technical and administrative support for handling environmental, health and safety training and industrial hygiene issues defined for marine bulk terminals. I supported the EHS Manager through the oversight of the compliance programs, procedures and policies associated with federal, state and local regulations and acted as a liaison with external legal and regulatory personnel and agencies. I was the EHS contact for multiple bulk terminals located in different states which allowed me to work with multiple state regulations. I was responsible for the EHS reporting, EHS budgeting and performance measures for the multiple terminals I supported. I advised commercial/sales staff regarding EHS implications associated with storage and transfer of new commodities. I implemented compliance strategies, coordinated EHS audits and agency inspections and coordinated customer and neighbor interactions. I completed monthly EHS compliance assessments. I ensured compliance with all federal, state and local EHS, training and industrial hygiene rules and regulations and maintained all required EHS records. I was required to oversee all permitting needs including researching the permit need, identifying the permit conditions, reviewing the permit applications, managing compliance with permit conditions and resolving any regulatory issues with the permit. I was the liaison with the regulatory and other external parties. I was responsible for the preparation and implementation of specific EHS manuals, programs and procedures. I managed the contractor safety program and loss control and risk management programs. I was involved in the emergency planning and preparation programs including scheduling and conducting drills and exercises.
Accomplishments
• I successfully developed Job Hazard Analysis Evaluations (JHA) for each of the jobs conducted at the bulk terminal. These JHA’s are reviewed prior to each shift to ensure the employee is trained and has knowledge of the hazards they will face each day within their job duties. The JHA review process has had a dramatic effect in reducing on the number of recordable injuries and first aid injuries reported onsite.
• In addition to the JHA’s I have developed multiple Site Specific Procedures (SSP) to ensure performance constancy within the rotating shifts. SSP’s identify site and job hazards, site procedures, Personal Protection Equipment (PPE) requirements, step by step procedures for performing the job, any reporting requirements, training required to perform the job and any documentation required. The SSP’s have reduced downtime between shift changes and have aided in incident investigation due to the fact that procedure is documented and management can refer back to the SSP to check to see if proper procedure was followed.
