Engineer with fifteen years of experience in the geotechnical engineering, design, dam safety and construction oversight fields and experience on a wide variety of engineering projects. Projects have included reservoir and spillway design, slope stability evaluations, liquefaction studies, seepage evaluations, concrete gravity dam stability analyses, design of retaining structures, and foundation recommendations including both shallow and deep foundations for steel H-piles, helical piers, drilled caissons, and auger cast piles. Served as engineer of record for multiple large-scale earthen and concrete dam remediation projects, as well as numerous geotechnical investigations resulting in foundation recommendations for industrial, government, commercial, and residential developments. Served as dam safety engineer/independent consultant for state dam inspections, FERC Part 12D inspections, and dam safety reviews in British Columbia, Canada. During the course of project experience, service on projects has required interaction with various federal, state, and local regulatory agencies, including the Federal Energy Regulatory Commission (FERC), Army Corps of Engineers, North Carolina Department of the Environment and Natural Resources (NCDENR), and South Carolina Department of Health & Environmental Control (SCDHEC). Project experience has included development, oversight, and performance of subsurface investigations, laboratory testing programs for both soil and coal ash, and large scale construction materials testing programs, ranging from small commercial structures and large industrial developments to dam construction and remediation projects. His responsibilities have included preparation of proposals, budget tracking, review of plans and specifications, and training and oversight of field and laboratory personnel.
Other responsibilities have included reviewing and preparing roller compacted concrete (RCC) and soil-cement mix designs based on project specification and requirements, as well as design of RCC. The soil cement and RCC mix designs included full oversight of preparation and testing of samples in the laboratory and implementation of the mix designs during field placement.

Bridgewater Embankment Seismic Stability Improvements Project, Duke Energy Carolinas, LLC, Burke and McDowell Counties, North Carolina
2004-2013. Project Manager/Engineer of Record. The Bridgewater Development contains three semi-hydraulic earthen embankments that impound Lake James in North Carolina. Project experience included planning and implementing geotechnical explorations for data collection, liquefaction and slope stability analyses to size buttress berms for three existing embankments, developing grading and drainage for each site, and overseeing preparation of construction drawings and specifications for the individual projects. Responsibilities also included construction oversight and engineering support for the Owner during construction as well as developing a Quality Control Inspection Program (QCIP) to specify testing to be performed during construction.

2010-2012. Project Manager/Engineer of Record. Project Manager responsible for planning and implementation of geotechnical exploration, interpretation of laboratory test data to develop engineering properties for materials, design of seven earthen dams, design of an uncontrolled gravity Roller Compacted Concrete spillway, oversight of preparation of grading and drainage plans, and preparation of project specifications for a new reservoir. Responsibilities included evaluation of spillway alternatives for cost and constructability, eventually leading to the recommendation for an RCC spillway structure.

2010-2012. Project Engineer. Design and construction oversight of a gabion lined channel downstream of an existing uncontrolled spillway. Performed calculations to size gabions based on discharge velocities and water depths. Responsible for overseeing preparation of construction drawings and specifications, as well as serving as Owner’s Engineer during construction. Design included recommendation of concrete energy dissipater slab, concrete lined drainage ditches, and overall site grading.
Multiple Dam Safety Reviews, BC Hydro, British Columbia, Canada
Served as Dam Safety Review Engineer for Dam Safety Reviews of five hydroelectric developments between 2009 and 2013. Responsibilities included inspection of site, review of supporting analyses and documentation, and review of management program for compliance with regulatory requirements. Dam Safety Review report prepared based on findings of review.
