OBJECTIVE – Help a major international manufacturing firm identify environmental and regulatory permitting requirements for a new confidential project.

SUMMARY
Over forty (45) years of US and international experience in the chemical and oil industry. Demonstrated record of reducing capital and operating costs by conducting compliance audits, negotiating achievable permit limits, obtaining variances relative to waste water discharges, conducting training programs for regional and plant personnel, and implementing process safety management programs. Was involved in approx. 20 due diligence projects and expert in identifying environmental and regulatory requirements for new process units. Even though I voluntarily retired on April 30, 2014, I am an unprecedented merits’ member of SOCMA, an industrial trade association. Therefore, I am still keeping up with new environmental regulations.

SENIOR ENVIRONMENTAL PROFESSIONAL, REGULATORY ANALYSIS - Responsible for analysis of new developments in the environmental, health, and safety area, evaluation of their impact on the company’s operations and profitability, and development/ implementation of strategies and tactics to minimize identified adverse financial impacts; development of integrated plans for other EHS issues by setting priorities for the plants, by implementing negotiating strategies with regulatory agencies about these issues, and lobbying for appropriate changes in existing and/or new regulations or laws; and follow-up to insure effectiveness of Ashland’s safety & environmental programs.

SIGNIFICANT ACCOMPLISHMENTS

• Insured that viewpoints critical to Ashland were acted upon by developing strategies to comply with OECA’s national flare enforcement initiative, negotiating alternative procedure to comply with new USEPA CMAS regulations.
• Conducted process safety and environmental audits at 10 Ashland facilities in the US and in Europe.
• Closed ISP’s research center in Wayne, NJ and obtained permits to transfer research operations for approx. 100 chemists to Bridgewater, NJ

SIGNIFICANT ACCOMPLISHMENTS

• Insured that view points critical to ISP were acted upon by USEPA by negotiating an alternative procedure for calculating potential to emit for batch processors in 1997, and comparable clean fuels and PhRMA effluent guidelines in 1998, (Won Chairman and SOCMA Public Policy Recognition Awards for the alternative PTE procedure.)
• In 1998, improved ISP’s process hazard identification, and risk management and quantification screening systems by implementing a non-resource intensive risk decision-making LOPA process which quantifies the risk of catastrophic event and business interruption, applies resources most effectively to manage risks, and addresses recommendations from HAZOP studies. (Specific accomplishments included obtaining consensus from the Technical Committee on new quantifying screening approach, piloting the new screening approach at an ISP Plant, selling the new screening approach to ISP manufacturing personnel, developing new Corporate risk assessment and cost/benefit analysis policies, training 70 HAZOP leaders and engineers how to apply the new screening approach during future HAZOP studies, and evaluating and confirming risks using new procedure.)
• Participated in 20 due-diligence reviews in the US, France, Germany, and England
• Negotiated plant shut downs in NJ and France
• Coordinated the development of a Class II B aquifer reclassification petition strategy for North Jersey in 1992
• In 1986, introduced a new environmental auditing program, routinely audited all of ISP's chemical plants, and helped the plants formulate cost-effective environmental action plans.
• Conducted bi-annual training conferences for plant environmental personnel.

DIRECTOR SAFETY & ENVIRONMENTAL - Responsible for complying with environmental regulations and managing protection of the aromatic chemical plant's assets from losses due to injuries, illnesses, fires, and explosions.

SIGNIFICANT ACCOMPLISHMENTS

• Planned and directed the work of nine plant safety and environmental professionals including the Plant nurse and industrial hygienist.
• Conducted hazard and operability (HAZOP) studies and developed operations and emergency plans.
• Coordinated Right-To-Know compliance programs.
• Conducted risk assessments and developed remedial action plans for ground water and dioxin soil contamination. Because of this experience, I was retained as an expert witness in the Times Beach, Missouri dioxin trial.
• Developed a DPCC/DCRR plan.
• Improved the lost time accident frequency and reduced lost time days by instituting departmental safety training programs, and by introducing new safety policies.
