PROFESSIONAL EXPERIENCE AND EXPERTISE
WATER, WASTEWATER, GROUND WATER, BIO-RESEARCH
I have over 30 years in the design, construction and operations of water and wastewater treatment plants. I was a senior manager of an agency that held $300m-$500m in active construction projects, with a staffing budget of $50m+. I was the principal reviewer for a funding agency of the water project ($100m) that provided water across all of western North Dakota.
As the facility manager of a complex Bio-Research facility, I continuously redesigned and retooled a plant that included, multiple types of filters, oil water separation, polymer and chemical feed systems, UV and chlorine disinfection, CIP water with ozone, CO2 and air sparging, multiple inline GC/MS testing of gases, a large centrifuge and a complete water and biological lab. Prepared the preliminary design of the water portion of a bio-algae to oil plant ($30m estimated) with complete reuse. In graduate school I worked on the bio-optimization of an organism that was used in the treatment of cyanide containing mine wastewater.
During my recent work as a designer for Hollingsworth Pack, I designed storm water detention and treatment facilities for commercial developments in Texas. Slope stability is a key design concern due to very high rainfall intensities and amounts. We were also very concerned with nutrient releases into receiving streams.
Currently, I am exploring with the Navy, laser and LIDAR technologies for use in very large petroleum storage and delivery structures. Nondestructive (ultrasonic) testing currently used could be enhanced with laser and HD photo images.
Conducted ground water research with the USGS and served on the National Ground Water Assoc. Education committee for many years.
Served on the USEPA Safe Drinking Water Act Committee that wrote the operator certification rules used today. I have developed landfill monitoring and closure plans.
Prepared a GIS based study of Open Dumps on Indian Lands across the US. Worked with USEPA HQ on solid waste issues on Indian lands across the US.
I am a diplomat in the American Academy of Environmental Engineers and have been a Professional Engineer since 1984. I have a Master’s Degree in Civil Engineering with an emphasis in Environmental.
I have many years of experience in working with process instrumentation, design, and construction. I worked in a very complex PID environment that also included HVAC, security and other environments while an Engineer and Facility Manager at the American Embassy in Helsinki Finland.
MANAGEMENT
Previously with the US Public Health Service, I directed the Environmental Health Support Center that performed high HQ level review and management of a civil engineering and environmental health programs with total staffing over 1,300. This was a very senior level position (CO O6) requiring policy implementation; resource allocations that included both staffing and program; training requirements and officer development. Very experienced in supervising multi-cultural (American Indian, Alaska Natives) workforce for over 30 years. I provided leadership in program evaluation at the agency level and more importantly process improvement and change management.
I am a former Diplomat and engineer with the State Department. I was also trained as an overseas contracting officer. I held COR and Project Officer designations in two federal agencies.
In my current position with the US Navy, I am preparing a business process improvement plan for the NAVFAC POL Group. It is intended to bring industry practices to the Navy in managing their fuel storage and delivery systems used worldwide. The US Navy is one of the largest users of fuel on the planet. I manage and train a very diverse staff from the Oil and Gas industry. Most are foreign born Americans from India, Persia, China, and the Philippines.
I managed a large AutoCAD contract for an agency with over 500 users and an annual cost of $350k. I consulted with the Autodesk civil engineering group in Hanover NH on software.
ENVIRONMENT, HEALTH, EMERGENCY RESPONSE
I am a retired Commissioned Officer at the rank of Captain of the US Public Health Service. Disease prevention is the backbone to environmental engineering and the Public Health Service is agency charged with protecting the nation’s health. I am experienced in the preparation of environmental documentation under NEPA.
I was the project officer for the updating and rewriting of the NEPA Guidance for the Indian Health Service. IHS builds hospitals, clinics and has a very large environmental engineering component that works across the US.
As an Officer in the Public Health Service I was called on during numerous federal disasters from floods to hurricanes as part of the National Disaster Plan.
